ANNAKKO is a child protection initiative that safeguards children in the agricultural communities of San Juan and Narvacan, Ilocos Sur from the risks of child labor. By equipping children, caregivers, and community leaders with the knowledge and tools to recognize and respond to these risks, the program builds a culture of protection from the ground up — empowering young people and their communities to advocate for safer, more nurturing environments where every child can learn, grow, and thrive.
What We Are Solving
Prevalence of Child Labor in Agricultural Households
Children in farming communities are at risk of early labor, cutting short their access to education and safe development.
Limited Awareness Among Parents and Caregivers
Families lack the knowledge and resources to adequately protect children from labor-related risks within their own homes.
Insufficient Community Capacity for Child Protection
Teachers, youth leaders, and local officials are not yet fully equipped to sustain and scale child protection education beyond direct program interventions.
The Need
In high-intensity agricultural regions, child labor often exists as a silent necessity rather than a choice. Families and community leaders frequently lack the structural support and safety networks required to protect children from the hazards of early farm labor. Without intervention, this cycle compromises the long-term educational and developmental health of the next generation, creating a barrier to the community’s overall economic progress.
The Intervention
ANNAKKO addresses the root causes of child labor through a multi-layered advocacy and protection framework. The program activates the entire community – from training teachers and local officials as “protection cascaders” to equipping parents and caregivers with the resources to prioritize child welfare. We place a high emphasis on Youth-Led Advocacy, where young leaders are trained to design their own awareness campaigns and lead sports and leadership camps. This shifts the community dynamic from passive awareness to active guardianship, ensuring that child protection becomes a self-sustaining cultural norm.
