A Scoping Report for Philippine Red Cross Regional Hubs
A scoping study to assess the viability, capacity, and operational model for establishing self-sustaining regional humanitarian hubs across the Philippines.
The Need
The Philippines is one of the most disaster-prone countries in the world, ranked third globally for disaster risk with roughly 60% of its total land area exposed to multiple hazards and 74% of its population vulnerable to disaster impacts. As an archipelago, the geographic complexity of the country creates serious logistical challenges for humanitarian response — relief goods are difficult to mobilize quickly, roads and bridges are frequently compromised, and chapters far from Manila depend on slow, centralized approval processes at the Philippine Red Cross (PRC) National Headquarters to access supplies, vehicles, and equipment. These bottlenecks directly compromise the PRC’s ability to uphold its core mantra: to be always first, always ready, and always there.
The Intervention
ASSIST, with support from the Philippine Red Cross and funding from the German Red Cross and BMZ, conducted a comprehensive scoping study to assess the feasibility of establishing 12 self-sustaining Regional Hubs (RHs) across the Philippines. The study evaluated six strategic hub locations — Batangas, Subic-Olongapo, La Union, Cebu, Iloilo, and Cagayan de Oro — through key informant interviews, focus group discussions, and on-site warehouse visits. The scoping exercise examined each location’s capacity, existing infrastructure, logistical challenges, and opportunities for resource mobilization, drawing on perspectives from NHQ executives, chapter administrators, Red Cross Movement partners, volunteers, and local government officials. The study produced recommendations on organizational structure, hub functions, cost-sharing mechanisms, and a pathway toward a sustainable business model — laying the groundwork for a decentralized, community-resilient humanitarian response system.
