Equipping Fleet Operators and Seafarer Communities to Withstand and Recover from Disasters
The Need
The Philippines is one of the world’s most disaster-prone nations — and few sectors feel that vulnerability more acutely than maritime. For domestic fleet operators and seafarer communities, a typhoon, flood, or maritime emergency isn’t a distant possibility. It’s an occupational reality. Yet many fleet operators lack certified business continuity systems, and seafarer communities remain underprepared for the disasters that regularly threaten their lives and livelihoods. Without targeted intervention, the maritime sector’s exposure to disaster risk will continue to outpace its capacity to respond.
The Intervention
RIS2E integrates institutional capacity development, community disaster preparedness, and multi-stakeholder partnership. It guides fleet operators through gap analysis, pre-audits, and certification support to implement Business Continuity Management Systems that meet international standards, equips seafarers and their families with practical, life-saving knowledge through community-based disaster preparedness training, and strengthens implementation through learning materials and formal partnerships with MARINA and local government units — ensuring that what is built is compliant, credible, and sustained long after the project ends.
